Yêlê-qoyêi Bî (/ˈjɘlɘ/ /qoˈjɘi/ [clay] [click]) is a subtropical Town located in the Nêndënkîte Zone of the Union of Engineers.

The name Yêlê-qoyêi Bî is derived from the Iron Elvish language, as Yêlê-qoyêi Bî was founded by Evan Glkdsheg̈, who was culturaly Iron Elven.

Climate

Yêlê-qoyêi Bî has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cool 18°C (64°F). Yêlê-qoyêi Bî receives an average of 260 cm/y (102 in/y) of precipitation, most of which comes in the form of rain during the spring. Yêlê-qoyêi Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1728 m (5669 ft) above sea level.

Overview

Yêlê-qoyêi Bî was founded durring the early 11th century, by Evan Glkdsheg̈. The establishment of Yêlê-qoyêi Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Evan Glkdsheg̈ struck deals with nearby nations and communities to establish Yêlê-qoyêi Bî as a prison colony.

Yêlê-qoyêi Bî was built using the conventions of Iron Elven durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Yêlê-qoyêi Bî is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Yêlê-qoyêi Bî is buildings have been located at convienant points along the hill Yêlê-qoyêi Bî was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the broad cobblestone streets flow where they are able to be made rather than folowing the most convienant paths. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. The town's robustly designed timber walls have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

A look around Yêlê-qoyêi Bî gives you a feeling of distrust and paranoia. Also greed. The locals seem to be very much into scholastic pursuits, based on the hushed, murmured conversations you hear at least. Everyone in Yêlê-qoyêi Bî acts like they have discovered something wondrous, and are worried they will endure some horrible fate so another can take what they’ve discovered for themselves.

Civic Infrastructure

Yêlê-qoyêi Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Yêlê-qoyêi Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Yêlê-qoyêi Bî's parks.

Yêlê-qoyêi Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Yêlê-qoyêi Bî's grid is powered by an arcane means.

Yêlê-qoyêi Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Yêlê-qoyêi Bî's natural decorations nor waterways.

Yêlê-qoyêi Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Yêlê-qoyêi Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Yêlê-qoyêi Bî's bank was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..

History

In time immemorial, reportedly some time during the early 2nd century, Yêlê-qoyêi Bî was attacked by savage tribes living nearby Yêlê-qoyêi Bî. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Yêlê-qoyêi Bî lost 280 people, 224 livestock, and 64 buildings. The conflict ended after roughly 49, when members of Yêlê-qoyêi Bî's militia enacted an operation to rescue a specific influential figure from the enemy. The operation was complicated by major logistical problems. The conflict ended with pitched battle between both forces, which ended in a stalemate for Yêlê-qoyêi Bî's forces. The war is remembered in legend by Yêlê-qoyêi Bî's bards, historians, and legend keepers.
